Homeland Security Management

Graduate Certificate in Homeland Security Management

The Graduate Certificate in Homeland Security Management is oriented toward the needs of professionals in public safety and related fields. Because of the nature of the field, this program is open to national security, safety, law enforcement, fire, and medical personnel who are currently involved in areas related to crisis management and domestic security, as well as to those who wish to make Homeland Security their career. The Graduate Certificate in Homeland Security Management consists of 12 credits in an accelerated cohort format.

The curriculum of the Graduate Certificate in Homeland Security will provide students with the knowledge and skills to:

  • Develop strategies, plans and programs to manage emergency situations such as hurricanes and other natural disasters, epidemics, and potential terrorist attacks;
  • Build an organizational matrix that includes federal, state and local agencies to strengthen Homeland Security;
  • Guide decision-makers in making improvement in Homeland Security preparedness;
  • Develop the strong organizational and management skills needed to function and lead in a complex, multi-agency government department; and
  • Develop the problem solving skills needed to overcome the challenges of multi-agency functions such as communications, command and task accomplishment.

The Graduate Certificate in Homeland Security Management required courses are:

MGMT 520: Introduction to Homeland Security (3 Credits)
MGMT 521: Law Enforcement and Judicial Issues (3 Credits)
MGMT 522: Command Management and Operations (3 Credits)
MGMT 523: Simulation for Homeland Security (3 Credits)

Total Certificate Course Credits = 12

Course Descriptions for the Graduate Certificate in Homeland Security Management:

MGMT 520: Introduction to Homeland Security (3 Credits)
Topics include: homeland security and its impact upon federal, state, and local public safety; strategic goals for homeland security; terrorism - domestic and international; agency partnerships to combat terrorism; public policy issues and interagency cooperation; and anti-terrorism technologies.

MGMT 521: Law Enforcement and Judicial System Issues (3 Credits)
Topics include: terrorism and counter-terrorism policies at the federal and state levels; law enforcement and homeland security; the Patriot Act and Homeland Security Act of 2002 and legal challenges about civil rights and civil liberties, including privacy issues, policy development and the historical view of policy changes, as well as intelligence and information sharing technologies.

MGMT 522: Command Management and Operations (3 Credits)
Unified Command through police, fire, and emergency medical services; critical incident management including decision making, infrastructure, and key asset analysis; public health and bio-terror issues; managing the crisis response through planning, communication and media relations.

MGMT 523: Simulation for Homeland Security (3 Credits)
This course focuses on the application of the Incident Command System (ICS), the National Incident Management System (NIMS), and the National Response Plan (NRP) to provided scenarios. In depth analysis of the application of disaster management systems to incidents that have occurred in the past will be studied. Students will critically evaluate management's decisions, strategies, and actions taken.

Continuation in the Master of Science in Management Program

Student who would like to continue on to receive their Master of Science in Management Degree will need to complete a total of 36 credit hours:

  • Twelve (12) of these credits will have already been earned in the Graduate Certificate Program in Homeland Security Management.
  • Twenty four (24) credits will be earned from the required Core Management courses.

Total Core Curriculum Course Credits: 24

Total credits for Master's Degree combined with a Graduate Certificate in Homeland Security Management: 36
