In Citizens of the World, Springfellow Barr calls for a collective effort in raising the living standard of the poor arguing that this is a good thing in itself and not the responsibility of one nation alone. Barr urges the United Nations to create a World Development Authority to accomplish this task. However, his proposals challenge the focus on eliminating war as the means and instead suggests that eliminating hunger is the answer.
